Department Profile

1.0 Department Note

Department of Local Government Administration and Management provide a holistic education, transferable skills, critical thinking, communication and problem-solving techniques that will help you develop to your full potential. You will be entering a stimulating environment that will broaden your intellectual horizons and help you achieve personal and professional success through the best possible learning experience.

The Department of Local Government Administration and Management aims at promoting the Local Government Training Institute aims, objectives and functions. Specifically, it aspires at solving the challenges facing the Local Authority by increasing efficiency of local government staff, staff working in executive agencies, independent government departments, and those from other private organizations operating in Tanzania and within East Africa at large.

The Department offers non degree programmes that focus on the Local Government Administration and Management.

4.0 Admission Requirements


Non Degree Programmes


Diploma in Local Government Administration and Management

The minimum entry qualification for Ordinary Diploma in Local Government Administration is:-

Relevant or equivalent Technician Certificate from Local Government Training Institute or any recognized learning institution and an Ordinary Level Certificate of Secondary Education Examination (CSEE) or its equivalent with at least four passes of grade “D” excluding religious subjects.


Technician Certificate in Local Government Administration and Management

The minimum entry qualification for Technician Certificate (NTA level 5) in Local Government Administration is:

(i) Advanced Certificate of Secondary Education Examination (ACSEE) with at least one principal pass and a subsidiary OR

(ii) Relevant or equivalent Basic Technician Certificate from Local Government Training Institute or any other recognized learning Institution and an Ordinary Level, Certificate of Secondary Education Examination (CSEE) or its equivalent with at least four passes of grade “D” excluding religious subjects.


Basic Technician Certificate in Local Government Administration and Management

The minimum entry qualification for Basic Technician Certificates in Local Government Administration and Management is:-

Ordinary Level certificate of Secondary Education Examination (CSEE) or its equivalent with at least four passes of grade “D” excluding religious subjects


5.0 Description of the Programmes

Diploma in Local Government Administration and Management

The qualification is intended for persons (graduates) who will undertake to perform basic management and administrative decisions in government and private sectors or establish and operate his/her own business. The holder of the qualification will be able to apply skills and knowledge in a broad range of work activities, most of which are non routine

The programme equips students with knowledge, skills and attitudinal competencies required for effective job performance as general and Local Government officials at lower levels of Local Authority. Also, it builds their capacity and orients them to key issues and techniques of managing people in work organizations.

The programme requires students to complete four (4) semesters (i. e, two semesters of NTA level 5 and two semesters of NTA level 6) of seventeen (17) weeks each. Also a candidate is required to undertake a project work of two months after the end of semester one and come up with a project report.

 

Technician Certificate in Local Government Administration and Management

The qualification is intended for a person who will be able to apply skills in performing duties in Local Government Authorities with the aim of improving the administration of the service delivery. The holder of the qualification will be able to apply skills and knowledge in a broad range of work activities, most of it is at routine level and be able to assume operational responsibility. Also, it provides the basics required to pursue further studies in management discipline

This program runs for two (2) semesters of seventeen (17) weeks each, it requires candidates to successfully complete a total of 120 credit points, including a field practical of two months between semester one and two. Each candidate will be provided with a log book where he/she will record the activities done each week and signed by the host organization supervisor. At the end the candidate will compile a field report stipulating activity undertaken, strength and challenges experienced during the field attachment.

 

Basic Technician Certificate in Local Government Administration and Management

The qualification is intended for persons (graduates) who will undertake to perform routine office functions, handle mails, keep records, handle disputes and collect revenues under close supervision in government, private sectors and/or establish and operate his/her own business. It is also designed to enable graduates to pursue a career in local government by getting the foundations necessary for further studies

This program runs for two (2) semesters of seventeen (17) weeks each, it requires candidates to successfully complete a total of 120 credit points, including a field practical of two months between semester one and two. Each candidate will be provided with a log book where he/she will record the activities done each week and signed by the Host organization supervisor. At the end the candidate will compile a field report stipulating activity undertaken, strength and challenges experienced during the field attachment.
